BIOGRAPHICAL SKETCH

Bernard J. (Barney) Turnock MD, MPH is currently Clinical Professor and Director of the Division of Community Health Sciences and Director of the Center for Public Health Practice and Illinois Public Health Preparedness Center at the School of Public Health, University of Illinois at Chicago. Since he joined UIC School of Public Health in 1990, he has also served as Acting Dean and Associate Dean for Public Health Practice. His major areas of interest involve performance measurement, capacity building, and workforce development within the public health system. He is board certified in Preventive Medicine and Public Health and has extensive practice experience having served as Director of the Illinois Department of Public Health from 1985 through 1990, Deputy Commissioner and Acting Commissioner of the Chicago Department of Health, and state program director for Maternal and Child Health and Emergency Medical Services during his distinguished career. He has played major roles in a wide variety of public policy and public health issues in Illinois since 1978. He frequently consults on a variety of public health and health care issues, and has served as a member of the Illinois State Board of Health and as President of the Illinois Public Health Association. He is the author of a widely read text on public health practice, Public Health: What It Is and How It Works, now in its third edition, and two other recently published works titled Public Health: Career Choices That Make a Difference and Essentials of Public Health.  He has received two prestigious awards from the American Public Health Association: one for Excellence in Health Planning and Practice and another for Excellence in Health Administration. He is also a recipient of the School of Public Health's "Golden Apple" award for excellence in teaching, and he was the developer and instructor for UIC's first completely online course: Public Health Concepts and Practice (CHSC 400), and the first online "Public Health 101" course for front-line public health workers.

PROFESSIONAL EXPERIENCE

Clinical Professor of Community Health Sciences; 1990-Present Develops and teaches courses involving basic and advanced public health practice in both traditional and completely online formats. 

 

Director, Illinois Public Health Preparedness Center; 1999-Present

 

Developed and directs the one of the original four CDC-funded Public Health Preparedness Centers, which provide preparedness training for front-line public health workers and assist states in meeting national bioterrorism preparedness and public health emergency readiness standards.

 

Director, Center for Public Health Practice; 1990-Present

  

Developed and directs the School's extensive public health practice activities, which include a variety of linkages with the public health system. Current public health practice activities involve the continuing expansion of the Mid-America Public Health Leadership Institute, the establishment of the Illinois Public Health Administrator Certification Board, and several sponsored research projects on public health performance. Principal Investigator or Co-PI for research and training projects with total budget over $12 millions since 1990.
 

Consultant in Public Health and Health Care; 1990-Present

  

Provides expert consultation and technical assistance to a wide variety of clients in the area of public health practice and health care delivery. Clients include a number of Chicago-area hospitals, food service and hospitality industry corporations, state human service agencies, and health agencies of local governments in the Midwest. Also serves as a consultant on performance management for the National Turning Point Initiative.
 

Director, Division of Community Health Sciences; 1995-1998 and 2005-Present

  

Directs one of four academic departments at UIC School of Public Health with 15 faculty, 30 staff and nearly 200 students in masters and doctoral degree programs. Academic tracks included maternal and child health, gerontology, health education/promotion, and general public health practice.
 

Acting Dean, UIC School of Public Health; 1992-1994

  

Chief executive and academic officer for Illinois only accredited school of public health. Responsible for all educational, research and service activities of the school involving 430 graduate students, 60 faculty, 250 staff and an annual budget of $13-$15 millions.
Director, Illinois Department of Public Health; 1985-1990  

Chief state health official responsible to the Governor for all activities, programs and staff of the state health department in Illinois. Managed and agency of 1300 employees and a budget over $300 millions annually. Principal architect for the Roadmap Project to redesign and restructure state and local public health responsibilities within Illinois. Responsible for increasing state general revenues support for the agency's priorities by over 300% during 5 1/2 years as state health officer. Elected to the Executive Committee of the Association of State and Territorial Health Officials.
 

Deputy Commissioner and Acting Commissioner, Chicago Dept. of Health; 1982-1985

  

Served as Acting Commissioner of one of the largest local health departments in the nation during the early months of Mayor Harold Washington's administration. Responsible as Deputy Commissioner for all clinical and public health programs, including all service operations. Managed 2200 employees and a budget of approximately $65 millions.
 

Division Chief, Illinois Department of Public Health; 1978-1982

  

Administered two program divisions of the Illinois Department of Public Health, including all staff, budget and program operations. These included the Division of Emergency Medical Services (1978-1980) and the Division of Family Health (State Maternal and Child Health Programs, 1980-1982).
 

Ass't Bureau Chief, New York City Department of Health; 1976-1978

  

Chief deputy to Bureau Director responsible for the planning and implementation of prenatal, family planning and regionalized perinatal care programs within New York City. Appointed Assistant Bureau Chief after completing Preventive Medicine/Public Health Board certification requirements at the agency.
