Dear Members and Colleagues,
 
I am honored to have served as the Midwest Chapter President for the
1997-1998 term.  Thank you very much for the team effort, the support,
and advice I have received!  Now I would like to take this opportunity
to ask all of you to extend support to our new President, Marian Chou
and Vice-President, Vickie Fu Doll. Following is a summary of our
Chapter's accomplishments and activities in the past year:
 
1)  Updating the Midwest Area Chinese American Resources Guide:  This
project was proposed by Vickie Fu Doll, Special Task Force Chair, in Oct.,
1997.  The 1995 ed. of the Guide has been added on the web:
(http://lark.cc.ukans.edu/~eastasia/calamwrg/Contents.html)
 
2)  Creation of the Midwest distribution listserv (cala-midwest@iusb.edu):
The listserv was created and maintained by Feng Shan, Midwest Chapter
Secretary.
 
3)  Electronic publishing:  Including this current issue, we have
published two issues of the Midwest Electronic Bulletin, one in December
and one in June.
 
4)  Nomination of Peter Wang, Rare Book Cataloger & Bibliographer, Morton
Arboretum, to CALA by the Midwest Nomination Committee.  Peter was chosen
as the recipient of the CALA's 1998 President's Award.
 
5)  Establishment of a Midwest Chapter Executive Advisory Committee for
the term of 1998 to 2000:  Dr. Hwa-wei Lee, Prof. Tze-chong Li, Wilfred
Fong, and Peter Wang have graciously agreed to be the founding members of
this committee.  This committee will play a valuable role in assisting the
President and Board members to promote Chinese American librarianship
and to provide advice for the various Chapter activities.
 
6)  Liana Zhou, Head of Technical Services, Kinsey Institute Library,
Indiana University, was nominated by the Board as a Midwest candidate for
the CALA Board of Directors.
 
7)  Annual conference:  Thanks to Marian Chou and the Program Committee,
we had a very successful annual conference with the theme "The Role of
Librarians in a Changing Environment: Networks, Services & Resources" on
May 16 in the Indianapolis-Marion County Public Library in Indianapolis,
Indiana.
 
In addition to the above, the Public Relations Committee has been
investigating fund-raising activities for the Resources Guide.  We
encourage volunteers to serve on the Chapter committees and continue our
efforts to recruit new members.

             CALA Midwest Chapter 1998 Annual Conference
             The Role of Librarians in a Changing Environment:
                 Networks, Services & Resources
                 (9 am to 3 pm, Saturday, May 16, 1998)

                 40 E. St. Clair St., Indianapolis, IN 46204
 
Attendees: 26 members and guests from Illinois, Indiana, Kansas, Ohio and
China.
 
Wen-ling Liu, Midwest Chapter President, welcomed the attendees to the
meeting and expressed her thanks to the Program Committee and the Board
members for their effort to make the conference a successful one. Special
thanks goes to Marian Chou, Vice-President/Program Committee Chair for her
hard work in organizing the conference and in securing for us this
well-equipped conference site.
 
She announced the 1998 Midwest Chapter election results: Vickie Fu Doll,
Chinese Studies Librarian, University of Kansas, was elected the
Vice-President for the term of 1998-1999.  Jian Liu, Reference Librarian,
Indiana University, was elected the Treasurer for the term 1998-2000.
 
She then summarized the Chapter's activities in the past year and
congratulated Peter Wang, Rare Book Cataloger & Bibliographer, Morton
Arboretum, for being the recipient of the CALA's 1998 President's
Recognition Award. She pointed out that there is a great need for us to
support each other in more professional and service oriented activities.
 
 
Acknowledgements also go to our conference sponsors: Center for Teaching
about China and the Cultural Division of the Taipei Economic and
Cultural Office in Chicago.
 
As the Program Chair, Marian Chou thanked everyone for their participation
and recognized that it was a good chance for us to make friends with our
colleagues.  She invited each attendee to introduce him/herself and then
introduced the theme and the speakers for the conference.
 
Dr. Hwa-Wei Lee, Dean of University Libraries, Ohio University -Athens
gave a speech entitled "The Role of Chinese American Librarians in a
Changing Environment: Challenges and Opportunities".  He pointed out that
technology, the information explosion, the Internet, the scholarly
publication conflict, rising information costs, and demographic changes
are the forces that shape the changes. He analyzed the challenges in
higher education and in librarianship.  For Chinese American librarians in
particular, he listed the challenges in environmental scan, the change in
positions held, upward mobility and the "glass ceiling" effect, bias
against overachieving Asian American, and pros and cons on Affirmative
Action. He then suggested that in addition to general competencies as
librarians, a Chinese American librarian, in order to achieve a successful
career goal, should try to balance the cultural bridge between the East
and the West, unite among ourselves, work with other minority groups for
common goals, make strategic planning for our careers, set high career
goals, and provide assistance to library development in China and Taiwan.
 
Dr. Lee's speech generated great interest among the attendees and led to
lively and warm discussion on several of his topics.
 
Prof. Ling H. Jeng, Associate Professor, School of Library & Information
Science, University of Kentucky, could not attend the conference so
Wen-ling read from Prof. Jeng's faxed text entitled, "The Story of
Change: the Personal, the Social, and the Political".
 
Prof. Jeng focused her topics on the change in society and how Asian
Americans could manage and thrive from these changes.  She summarized the
trends in immigration and the racial composition in the history of the
United States.  She enumerated the important economic, political and
social events and changes that have taken place since the Depression. The
realization of these events and changes in society could help the
minorities, including Chinese Americans to define and to improve our work
and lives here in North America.  She encouraged attendees to employ
knowledge, sensitivity, and willingness to confront racial issues, to make
best efforts to create an environment characterized by freedom (to have
one's beliefs reflected at work, to develop one's careers, etc.),
fairness, and promotion of the general good.
 
The conference adjourned at 12:00 noon for lunch.
 
A short business meeting was conducted between 1 and 1:30 pm.
 
President's Report (Wen-ling Liu)-- Wen-ling thanked the board members
for their generous advice and help in the past year and briefly
introduced the meeting agenda.
 
Treasurer's Report (Mike Ming Li)-- Mike briefly reported a very positive
financial situation for the Midwest Chapter.  The beginning balance of
last year was $2,241.32.  After $103.64 of revenue and $115 of
expenditure, the balance on May 16 is $2,229.96.
 
Public Relations Committee (Pei-ling for Kathy Huang)-- Pei-ling reported
that Kathy has represented the CALA Midwest Chapter at a couple of Chinese
American and other conferences. The committee was preparing fund raising
activities for the Resources Guide.  They also worked on the conference
news releases of the Midwest Chapter on various Chinese language
newspapers and American library newsletters.
 
Electronic Publishing Committee (Jian Liu)-- Jian reported that another
Electronic Bulletin will be published after the conference and invited  
all attendees to submit news for publication.
 
Nomination Committee (Liana Zhou)-- Liana reported the 1998 Chapter's
election result: Vickie Fu Doll was elected the Vice-President. Jian Liu
was elected the Treasurer. She also reported that the Nomination Committee
nominated Peter Wang to CALA, and Peter was granted the 1998 CALA
President's Recognition Award.
 
Special Task Force Committee (Vickie Doll)-- Vickie reported on the 
progress of updating the 95 version of the Midwest Area Chinese American
Resources Guide. With the Internet connection, she demonstrated the online
version of the Guide.  She also called for volunteers for the project of
updating and expanding the 95 version of the Guide.
 
In-coming President's Report (Marian Chou)-- Marian asked interested
attendees to volunteer for the committee work in the Midwest Chapter in
the coming year.
 
The Conference resumed at 1:30 pm. and the panel discussion topic was:
The Impact of the Internet on Reference Services: Methods of Management.
 
 
First panelist, Vickie Fu Doll demonstrated and analysed various
electronic resources, including online catalogs, networked CD-databases,
web full text, electronic journals and other resources via an Internet
connection.  She suggested that librarians could provide patrons with a
quality collection of subject directories, could conduct high quality
searches for patrons, and could create a ready reference web page with
links to answers of FAQ.
 
Second panelist, Lydia Chuang, Health Science Librarian, Wishard Health
Services-Indianapolis, reported on how the Internet affects the health
reference resources, services and medical users. She demonstrated and
introduced the publicly available free Medline and other resources of
medical information on the web via the Internet connection. She said that
today a medical librarian plays multi-roles: as a facilitator, trainer,
web master, and system designer.
 
Third panelist, Daria Sheen, reference librarian at Lisle Library
District, Lisle, Illinois, talked about her experience as a reference
librarian in a small public library.  She emphasized that librarians have
to be more and more familiar with Internet reference services and
electronic collection development in today's public libraries . These
Internet resources and services attracted growing number of patrons to the
library.  Her library also provides Internet lessons for patrons.
 
Joseph McElroy, Director of Heritage Trail Library System in Shorewood,
Illinois, presented his topic, "Career Advancement: Tricks of the Trade".
With humorous anecdotes.  Joseph emphasized that his talk was presented
from the side of employer, based on his experience as an experienced
administrator.  He focused on several aspects of job hunting:  1) how to
write your resume, 2) how to retain confidence in job hunting, and 3) how
to present a positive interview.  He stressed the importance of breaking
up silence during the interview.
 
Great interest and engaging discussions followed all presentations.
Marian Chou reminded all attendees to fill out the survey and again
thanked everyone for his/her participation.  The conference adjourned at
3:15 pm.

Thanks to the many dedicated members and volunteers, the May 16, 1998,
CALA Midwest Chapter Annual Conference was a success.  Planning and
organizing the conference has been a learning experience for me.  The
day-long program was carefully planned to appeal to every segment of
conference attendees.  I appreciated all the help from the members and
friends who were a part of the programs and attractions featured at the
conference.

4.  CALA Midwest Area Chinese American Resources Guide Update ..........122
----------------------------------------------------------------------------
The online Midwest Area Chinese American Resources Guide project has begun
and volunteers are still needed to provide new information and updates
from each CALA Midwest state.
 
The purpose of the 1995 printed Resources Guide was to "promote
multicultural understanding of Chinese Americans and to provide easy
access to the Chinese American communities in the Midwest" (Midwest Area
Chinese American Resources Guide, 1995 p. i).  The online Resources Guide
will continue that purpose as a cooperative online resource for the
entire CALA Midwest area.  The Resources Guide will provide important
resources and activities pertaining to Chinese American interests within
the Midwest area.  It will also provide links to world-wide information
on China.  It will be a primary provider of Chinese and Chinese American
related information for the Midwest area and each Midwest state.
 
THE PROJECT HAS FOUR PHASES:
 
PHASE 1 (already begun since January 1998):
 
        Create a Resources Guide Homepage based on the 94/95 format. (by
May 1998)  URL at
http://lark.cc.ukans.edu/~eastasia/calamwrg/Contents.html
and is linked to CALA Midwest Publication's page at
http://library.fgcu.edu/cala/calamwpb.htm
       RG with updated data (by Dec. 1998)
 
PHASE 2: (by Fall 1999)
 
Expand the Homepage to include categories not already in the 1995 RG. The
online version RG will include information from each state in the Midwest
region in the following resource categories: General Information and
Organizations; Arts and Culture; Business and Economics;  Education;
Foundations and Scholarships; Medicine; Political Organizations;
Professional Services; Religion; Small business; Societies and
Not-for-Profit Organizations; Sports and Recreation; and Travel.
The updated content will include for-profit sectors as well as agents
that deal with China, even if the agents are not Chinese American.
 
PHASE 3: (Fall of 2000)
 
Add valuable information which needs more time for research, such as each
Midwest state's Chinese American history; business guide; Chinese sister
cities information and history; and bibliographies of special topics.
 
PHASE 4: (2000 and beyond)
 
If desired, publish hard copies of special topics, such as "Chinese
American History in the State of Kansas";  "Special Business Opportunities
(resources)  in the Midwest of Chinese Interest";  "Midwest Chinese
Restaurant Guide", etc.
 
Collecting Data
 
The technical details on collecting updated information, structural
compliance of a state homepage, and the responsibilities of each Midwest
state editor will be distributed.  Anyone interested in participating in
this project and have not contacted me please send email indicating your
name, institution and state to vdoll@ukans.edu, Special Task Force Chair,
CALA Midwest Chapter.  I thank all of you that have volunteered for this
project.  I have attached survey forms for collecting update information
for each state. It would be helpful if you send the forms (print out from
the attachment)  to any organization you would like listed on the online
version of RG.

the Online Midwest Area Chinese American Resources Guide
 
The purpose of this survey is to update and gather new information and
activities on China related organizations (in a cultural sense, which
includes China, Hong Kong, Taiwan, Singapore, Malaysia, U.S., etc.) and
help promote that information to outside users.  Chinese American
Librarian Association is a not-for- profit organization and consists of
librarians who are employed by libraries in the U.S..  It has published
the Midwest Area Chinese American Resources Guide for many years.  CALA
Midwest Chapter wishes to compile the online version of Midwest Area
Chinese American Resources Guide starting 1998. This will bring China
related information together in each Midwest state and be linked together
in the Midwest region.  This will promote your organization and enlarge
your service in the Midwest region and beyond. The current directory is at

5. CALA Midwest Chapter Election Results................................ 22

The Nomination Committee recently met and tallied the votes for the
positions of Vice-President/President-Elect and Treasurer for the
1998-2000 term.  As President-Elect, the Vice-President willautomatically
succeed to the Presidency in July 1999 through June 2000.
 
We received a total of 41 votes, of which one didn't contain the ballot
inside the envelope and seven were invalid.  Of the 33 valid votes, Vickie
Fu Doll (Chinese Studies Librarian, University of Kansas) was unanimously
elected for the position of Vice-President/President-Elect.  Jian Liu
(Reference Librarian, Indiana University), who received the highest number
of votes for the position of Treasurer, was elected as the Treasurer.
Congratulations to Vickie Fu Doll and Jian Liu!

Here are two good news from Liana Zhou, Head of Technical Services,
Kinsey Institute Library, Indiana University!  Liana gave birth to a
healthy 8 pounds 3 ounces boy baby in the morning of Wednesday, April 8,
in the Bloomington Hospital in Bloomington, Indiana!  The name of
Liana's
second boy is Rich Ruiqi Huang -- surely a name for a Multi-Millionaire!
Liana was also granted a 5-months sabbatical leave from the
Indiana University to do research on the cultural revolution in China.
Congratulations to Liana and her family!
 
Jian Liu, Reference Librarian, Indiana University, was promoted to
the rank of Associate Librarian in April.  Congratualtions to Jian!

8. News from Lincoln, NE................................................ 32

1. Mrs. Ceiline Tam Robertson, Wife of NE CALA memeber Donald Robertson,
   has been selected as one of the 31 participants from the country
   to be in the contest for the Disney Channel Program. Ceiline is
   the recipient of 1996 Nebraska Teacher of the Year Award, and is
   also very actively involved in promoting Chinese culture in
   Lincoln. A "China Night" has been organized by Ceiline for May 2, 1998.
   Students from Taiwan Chinese Opera School plus many other cultural
   performances are included in the program. Part of the ticket money
   is for fund-raising to support local Asian Community Center.
 
2. Janet Lu organized a Chinese Cuisine dinner for 108 Nebraska
   Wesleyan University faculty and staff at the local Imperial Palace
   Restaurant on March 18th. Many delicious dishes that are not listed in
   the regular menu were served. It was a great cultural experience for
   everyone.
 
3. Janet Lu gave a guest lecture on "Confucius and Religion in China" on
   March 24th at the Bellevue Univeristy, Bellevue, NE.
   She also gave a paper presentation on "Chinese immigration in the
   Great Plains" at the Great Plains Symposium sponsored by the University
   of Nebraska, Great Plains Studies on April 3rd.
 
   Janet has been the resource person on Chinese culture at the Nebraska
   Wesleyan University since 1979. She has been given lectures on various
   topics every year, the most recent one was given on April 20th to a
   linguistics class on "Chinese Language System".
