U.S. Department of State - U.S./Pakistan Professional Partnership Program ECA-PE-C-EUR-SCA-10-32

Program Summary

As part of this initiative, ECA is seeking proposals for a new two-part program, called "The United Sates./Pakistan Professional Partnership Program." This program will bring young professionals (ages 20 to 35) from the two countries together to develop cross cultural relationships and develop professional skills that will positively impact people's lives and will result in stronger ties between the two nations. ECA is seeking proposals from qualified applicants for two separate programs.

The first project, "Professional Partnerships: Journalism", will involve Pakistani and American journalists in a program designed to demonstrate journalism skills, offer professional development opportunities, and offer internships at U.S-based media outlets for Pakistani journalists. The second project, "Professional Partnerships: Public Administration", will examine the skills employed by American and Pakistani public administration professionals at the national, regional, and local levels. This program will include internships for Pakistani professionals with United States-based professionals.

Awards:  State Department has a total budget of $3,700,000 and anticipates making a total of two awards, one in each category.

Limits:  One application per institution.

Letter of Intent Instructions

OVCR may reserve submission slots for previously submitted but unfunded proposals that received highly competitive ratings from the external sponsor. These will be evaluated on a case-by-case basis by the Vice Chancellor. For consideration, scanned copies of your complete reviews (not just summary) must be included with LOI.

Depending upon the number of LOIs submitted, OVCR might be required to facilitate an internal peer review process to select UIC’s submission(s) to this program. White paper instructions will be posted if necessary.

  1. Download the file directly to your computer or to a disk, right click on the link, then select "save link as" or "save target as" from the dropdown options.
  2. Open eLOI.
  3. Position the hand pointer inside a form field and click.
    • To accept the field change and go to the next field, press Tab or use your mouse to click on the next form field.
    • To accept the field change and go to the previous field, press Shift + Tab or use your mouse to click on the previous form field.
  4. Complete the form fields.
  5. After completing the form, click “Save” then click “Submit to RDS@uic.edu”.
