NSF – Robert Noyce Teacher Scholarship Program 07-529
Program Summary
The Robert Noyce Scholarship program seeks to encourage talented science, technology, engineering, and mathematics majors and professionals to become K-12 mathematics and science teachers. The program provides funds to institutions of higher education to support scholarships, stipends, and programs for students who commit to teaching in high-need K-12 school districts. Scholarship amounts for STEM majors must be at least $10,000 per year and recipients may receive up to two years of scholarship support. Stipends of at least $10,000 are also available for a maximum of one year for science, technology, engineering, or mathematics professionals who hold a baccalaureate, masters, or doctoral degree in science, mathematics, or engineering and enroll in a teacher certification program. Awards vary by track.
Proposal Tracks
This program offers three tracks: Phase 1 proposals, Phase II proposals, and Integration through Institutional Integration (I3) proposals.
- Phase 1 proposals are invited from institutions that have not been previously funded under this program or are requesting funding to support Noyce Scholars from a department or academic unit that has not participated in a previous Noyce Award. The Maximum total budget for Phase I proposals is $750,000 with a project duration of up to 4 years.
- Phase II allows two options: Scholarship and Stipend projects (S&S) and Monitoring and Evaluation (M&E) projects. The maximum budget for Phase II proposals is $750,000 for four years.
- Anticipated to be new for 2008: Innovation through Institutional Integration (I3) – These projects enable institutions to think and act strategically about the creative integration of NSF-funded awards, with particular emphasis on awards managed through programs in the Directorate for Education and Human Resources (EHR), but not limited to those awards. For fiscal year 2008, proposals are being solicited in six E.H.R. programs that advance I3 programs: CREST, ITEST, MSP, Noyce, RDE, and TCUP. NSF has budgeted $10 million over five years for I3 awards.
Submission Limits
- UIC may submit only one proposal total to either the Phase I or Phase II track
- UIC may submit a total of only one (1) proposal to the Innovation through Institutional Integration (I3) program.
PI Limit
The PI for an Innovation through Institutional Integration (I3) proposal must be the university provost or equivalent, unless the proposal is exclusively for I3 STEM Educational or related research

Submit one electronic copy of a White Paper containing the following to RDS@uic.edu:
- One (1) Page cover page with following information:
- Name & departmental affiliation of PI and Co-PIs
- Sponsor, program name, program track
- Title of White Paper
- PI Contact Information
- Contact information for person responsible for Grant Coordination
- Three (3) page narrative addressing:
- How your proposal addresses intent of the sponsor’s program announcement.
- What PI and Team expect to accomplish
- Expected overall significance
- Page limits include any charts, figures, tables, etc
- Up to one additional fourth page may be used exclusively for references
- Minimum of 12 point font
- Minimum of ½ inch margins on all sides
- Attach the following for PI, CoPIs, and key personnel:
- Two page CV
- 1 page current and pending support

- Identify potential individuals to review proposal - reviewers should not have a personal stake in outcome of this competition..
- Identify reviewers to exclude - this information will remain confidential.
- Note if this is a resubmission. If so, attach any peer review comments received from either external sponsor or a prior UIC internal competition.
