NSF Partnerships for International Research and Education (PIRE)

Program Summary

Partnerships for International Research and Education (PIRE) seeks to catalyze a cultural change in U.S. institutions by establishing innovative models for international collaborative research and education. The program will enable U.S. institutions to establish collaborative relationships with international groups or institutions in order to engender new knowledge and discoveries at the frontier and to promote the development of a globally-engaged, U.S. scientific and engineering workforce. International partnerships are, and will be, increasingly indispensable in addressing many critical science and engineering problems. As science and engineering discoveries result more and more from international collaboration, U.S. researchers and educators must be able to operate effectively in teams comprised of partners from different nations and cultural backgrounds. The program supports forward-looking research whose successful outcome results from all partners – U.S. and foreign – providing unique contributions to the research endeavor. It is also intended to facilitate greater student preparation for and participation in international research collaboration, and to contribute to the development of a diverse, globally-engaged, U.S. science and engineering workforce

Awards

Under this solicitation, proposals may be submitted for support for up to five years, with annual budgets not to exceed $500,000. It is anticipated that NSF will make 14 - 17 awards for this competition.

Submission Limitations

UIC is limited to three (3) preliminary proposals. Full proposals by invitation only.

One may participate as PI or co-PI in no more than three (3) proposal submissions.

By submission of this form, applicant attests that s/he has read and meets all sponsors’ eligibility criteria for this program.

Note: If this is a resubmission to NSF of a prior PIRE, please attach all NSF review comments to your LOI.

Limited Competition Instructions

If requested, submit one electronic copy of a White Paper containing the following:

  1. One (1) Page cover page with following information:
    1. Name & departmental affiliation of PI and Co-PIs
    2. Sponsor and sponsor program name
    3. Title of White Paper
    4. PI Contact Information
    5. Optional:
      1. Identify potential individuals to review proposal - reviewers should not have a personal stake in outcome of this competition and ideally should not be from same unit as applicant.
      2. Identify reviewers to exclude - this information will remain confidential.
      3. Note if this is a resubmission. If so, attach any peer review comments received from either NSF or a prior UIC internal competition.
  2. Three (3) page narrative addressing:
    1. How your proposal addresses the intent of Program Announcement
    2. What PI & team expect to accomplish
    3. Expected overall significance
      Page limits INCLUDE any charts, figures, tables, references, etc
  3. Attach the following for PI and each Co-PI:
    1. Two page CV
    2. 1 page current and pending support

Narrative must be 12-point font; minimum acceptable margin is 1 inch (2.5 cm) all around.
Unless otherwise noted, no budget is required.
