Overview of Project Export
University of Illinois College of Medicine at Rockford (UICOM-R)
was awarded a Resource-Related Research Grant (P20) from The National
Center on Minority
Health and Health Disparities (NCMHD) of the National Institutes
of Health, beginning in September 2003. The grant is to establish Centers
of Excellence
in Partnerships for Community Outreach and Research on Disparities
in Health and Training (EXPORT). EXPORT Centers are in support of
the
Department of
Health and Human Services initiatives to address and ultimately eliminate
health disparities. University of IL at Rockford’s Center focuses

Research Symposium Competition
The Training Core of the Project
EXPORT Center for Excellence in Rural Health at UI – Rockford is pleased
to announce a University of Illinois Full-time Faculty Research Symposium
Competition. The purpose of the competition
is to provide one-time support for presentation of research projects
related to health disparities with an emphasis on rural and other underserved
populations.
Research Symposium Objectives
Health disparities may be due to a variety of psychosocial
and socioeconomic factors, as well as ecological and health system factors
such as
barriers to health care delivery. To better define the scope of the
problem and
to devise and validate methods for solving it, research is needed.
This is a call for oral or poster research presentations, focused
on rural health disparities, from the perspective of either biomedical
or
social sciences. Projects presented may be an intervention, results
of a survey, secondary data analysis results, or a research synthesis.
Proposals
should seek to address the health promotion and disease prevention
objectives of "Healthy People 2010," a PHS-led national
activity for setting priority areas (see http://www.health.gov/healthypeople).
Eligibility
All University of Illinois full-time faculty pursuing research
in biomedical or social sciences, behavioral medicine, health promotion,
health policy,
or health services are eligible to apply. If an oral talk is given,
a copy of the talk must be submitted to receive the honorarium. If
a poster
is presented, a copy of the slides must be submitted to receive the
honorarium. An electronic document providing the proceedings of the
symposium will
be developed and sent to all attendees.
Individuals from underrepresented racial and ethnic groups, from
rural medically underserved areas, or with disabilities are especially
encouraged
to apply.
Attendance
Attendance will be limited to fifty (50) faculty members. Seventeen
(17) attendance reservations will be held for the seven (7) oral presenters
and ten (10) poster presenters. First come, first accepted priority
for
attendance will be given to faculty who submitted a proposal before
the January 31, 2006 deadline for receipt of applications. If seats are still
available after presenters and submitter’s seats are filled then
attendance by any interested UI faculty member on a first come first
reserve basis will be granted.
All those granted attendance will receive some support for mileage
cost from your university campus based on a fixed amount depending on
distance
to Bloomington in increments of 60 miles. Continental breakfast and a
lunch will be provided at the Research Symposium.
Amount of Awards and Application Process
The honorarium for the chosen keynote (40 minutes) speaker will
be $1,000 and the honorarium for six other chosen speakers (20 minute talks
will be $500 each). A competition for 10 posters presentations will
also
occur; each poster presenter receives an honorarium of $100.

Application Process
Completion of an application is required for consideration. Applicants
must indicate that IRB approvals for the research have been obtained
and attach a copy of the IRB committee approval.
Evaluation Criteria
An independent review committee using the following criteria will evaluate
all applications received:
- Maximum of 20 points: Clear and testable
research question(s) and/or hypothesis.
- Maximum of 30 points: Research
design adequate to answer hypothesis /research question(s)
- Maximum of
10 points: Research with results/findings can be completed by the time
of the symposium April 21, 2006
- Maximum of 20 points: Relevance of project
to a health disparities issue
- Maximum of 20 points: Relevance of project
to rural settings
Total possible = 100 points

Compliance
The research project must conform to NIH guidelines in the following
areas:
PROTECTION OF HUMAN SUBJECTS FROM RESEARCH RISK: The involvement
of human subjects and protections from research risk relating to
their participation
in the proposed research will be assessed. Proposals for research support
must include evidence that the research protocol is under review (or
approved) by an Institutional Review Board (IRB) for Human Subjects
approval. As previously indicated, applicants whose requests for support
through
the Project EXPORT Center are approved must provide a copy of the final
IRB approval letter. Applicant must also provide a letter from his/her
faculty advisor or thesis/dissertation committee documenting approval
of the research.
INCLUSION OF WOMEN, MINORITIES AND CHILDREN IN RESEARCH:
The adequacy of plans to recruit subjects from both genders, all racial
and ethnic
groups (and subgroups), and children (as appropriate for the scientific
goals of the
research) will be assessed. Plans for the retention of subjects also
will be
evaluated.
CARE AND USE OF VERTEBRATE ANIMALS IN RESEARCH: If vertebrate
animals are to be used in the project, the five items described under
Section f of
the PHS 398 research grant application instructions (rev. 5/2001) will
be assessed.
HUMAN EMBRYONIC STEM CELLS (hESC): Only research using hESC lines that
are registered in the NIH Human Embryonic Stem Cell Registry will be
eligible
