RE: Export Control Regulations
Laws restricting the exports of goods and technologies have existed since the 1940s. However, in recent years, there has been increased scrutiny of practices at universities regarding compliance with export control laws.
Export control regulations apply to:
- transfer of specified items or information to people or entities outside the U.S.;
- disclosure of certain information to certain foreign nationals inside the U.S. (i.e.,"deemed export");
- training or offering of services involving controlled equipment or information to foreign nationals;
- transactions with or providing services to certain foreign countries or individuals who are on embargo lists.
We encourage researchers to become familiar with the current export control regulations. An OVCR web page dedicated to export control, including a summary of the regulations, is posted at http://tigger.uic.edu/depts/ovcr/research/proposals/exportcontrol/index.shtml. Non-compliance with these regulations may result in significant civil and criminal penalties, both institutional and individual, as well as administrative sanctions.
