Procurement System (IIPS)

Overview

The Department of Energy requires that ORS submit new and renewal grant proposals online through their Industry Interactive Procurement System (IIPS). Follow the instructions below to insure that your proposal is prepared and processed correctly.

NOTE: Effective October 1, 2005, unless otherwise noted, the DOE Office of Science will require all financial assistance applications (proposals) be submitted through the Grants.gov website. Grants.gov allows organizations to electronically find and apply for competitive grant opportunities from all Federal grant-making agencies. To submit an application through Grants.Gov, please read our step by step directions, View the full DOE Office of Science announcement at: http://www.science.doe.gov/grants/.

Instructions

  1. At least 5 days prior to the submission deadline, submit the Proposal Approval Form (PAF), proposal budget and scope of work to ORS for review and approval. Be sure to include the deadline date and solicitation number.

    Note: The proposal will not be submitted to DOE without receipt of the PAF.

    Result: Once the budget has been reviewed and approved, ORS staff will contact the PI and business manager indicating that the proposal file can be sent to ORS for submission to DOE.

  3. E-mail the complete proposal/application saved as one (1) PDF file entitled “PI name – solicitation #”, to the individual requesting the file from Step 1. Please include the PAF number in this email.

    Key Submission Reminders
    • Review the solicitation guidelines to ensure that all required forms are included in the proposal. Solicitations can be found on the DOE Office of Science Grants & Contracts or DOE e-Center web sites.
       
      Typical Forms Include:
      • Face Page (DOE F 4650.2)
      • Budget Page (DOE F 4650.2)
      • Assurance of Compliance
      • Certifications Regarding Lobbying
         
    • DOE accepts typed signatures in lieu of actual signatures on electronic submissions. Please type in PI name, Dr. Danziger’s name and date where appropriate on proposal forms.

    • To complete the Assurance of Compliance and Certifications Regarding Lobbying; Debarment, Suspension and Other Responsibility Matters; and Drug-Free Workplace Requirements, use this coaching document.

    Note: The Simpson Craig Amendment Representation and Energy Policy Act (EPAct) Representation are not required.

  5. The PI or Business Manager must be available via phone or in person at the ORS office during the proposal transmission process, or the proposal cannot be submitted. Assuming all the files are in order, the process usually takes less than 30 minutes.
