NIH Modular Grants

When do you use the modular grant application?

The modular format is required for grant application’s requesting less than $250,000 in total direct costs per year and is applicable to R01, R03, R15, R21, R41 and R43 funding mechanisms.

Submit the following documents to ORS:

DO NOT submit the following documents to NIH:

  • Detailed budget for initial budget period (page 4 of PHS 398)
  • Budget for entire proposed period of support (page 5 of PHS 398)
  • Other support pages

Tools, Tips & Reminders

  • Provide budget justifications only for personnel, subcontracts & consortiums, and for any variation in a module
  • Calculate the total direct costs you need over all the years, including one time costs (such as equipment) and escalation, and then divide by the number of years. Request the amount in modules of $25,000 closest to that dollar level
  • Budgets must be in $25,000 modules of up to $250,000 per year. Otherwise, use the standard PHS 398 application.
  • Include ALL personnel (TBN individuals & consultants)
  • For consortium/contractual costs, include role and percent of effort for key personnel. Indicate if collaborating institution is foreign or domestic.
  • Include a total cost estimate for consortium/contractual arrangements—round to the nearest $1000
  • Calculate F&A based upon the amount of the module, less any applicable exclusions, not the actual total direct cost amount. See modular budget samples
  • Include additional justification only when modules vary (i.e. large equipment purchases)
  • To calculate the module amount
    1. Divide the number of project years into the project’s total direct costs
    2. Take this yearly average and divide by $25,000
    3. Round up to the nearest $25,000 module
  • Biosketches must be submitted for all key personnel and should include specific aims of research projects ongoing or completed during the last three years —limit 4 pages
  • Other Support will be requested using “just in time” approach
  • Human Subjects Protection Training Confirmation will be requested using “just in time” approach. See our sample training letter.
  • Notification of significant re-budgeting (greater than 25%) is no longer required
  • NIH will consider an application NON-COMPLIANT if:
    • The requested direct costs budget is not requested in modules of $25,000 up to the ceiling amount of $250,000 direct cost per year.
    • A detailed itemized categorical budget is provided (form DD or EE)
    • The Budget Narrative Justification page includes an itemized justification for one or more of the following: equipment, supplies, travel, other expenses, etc. but the information is not intended to explain the request for a different number of modules in one or more years.
    • Other support pages are supplied in addition to or in the absence of the section in the Biographical Sketch identifying "Research Projects Ongoing or Completed During the last Three Years."
    • The Biographical Sketch lists "Current and Pending Support" instead of or in addition to the required information.
