HIPAA Research Training

Requirements
The Health Insurance Portability and Accountability Act (HIPAA) Privacy Rule provides additional protection for protected health information (PHI), which is defined as "individually identifiable health information" including demographic information collected from an individual, that:
- Is created
or received by a health care provider, health plan, employer, or
health care clearinghouse.
AND - Relates to (a) the past, present, or future physical or
mental health or condition of an individual, (b) the provision of health
care to an individual, or (c)
the past, present, or future payment for the provision of health care
to the individual.
AND
- Identifies the individual or there is a reasonable basis to believe
can be used to identify the individual.
Compliance with Privacy Rule requirements for research projects became effective April 14, 2003. The rule requires that each institution "train all members of its workforce on the policies and procedures with respect to protected health information required by this subpart, as necessary and appropriate for the members of the workforce to carry out their function within the covered entity." This education requirement applies to investigators and research staff (research coordinators, research assistants and other key research personnel) who (a) are conducting human subjects research, (b) are conducting research that involves protected health information, and (c) are also within the covered entity.
At this time, the covered entity is principally limited to the six health sciences colleges and other elements of the University of Illinois Medical Center at Chicago (UIMC).

PLEASE NOTE:
- You must attend or complete the on-line course within the first three (3) months of employment.
- The training qualifies for two (2) continuing education credits and thereby satisfies the continuing education requirement for two (2) years. HIPAA may not be taken more than twice for credit. It does not replace the initial education requirement read more about how to satisfy this requirement.
- The course does not satisfy the HIPAA training requirements for individuals involved in healthcare operations at UIMC. Please refer to the UIMC HIPAA Channel for details.
Certificates and Training History
Individual training records (Initial, HIPAA, and Continuing Education) are available to investigators, key research personnel and students in RiSCWeb. Log in to RiSCWeb, and click on the Educational Status tab to view your record.
