HIPAA Research Training

Requirements

The Health Insurance Portability and Accountability Act (HIPAA) Privacy Rule provides additional protection for protected health information (PHI), which is defined as "individually identifiable health information" including demographic information collected from an individual, that:

  • Is created or received by a health care provider, health plan, employer, or health care clearinghouse.
     
      AND

  • Relates to (a) the past, present, or future physical or mental health or condition of an individual, (b) the provision of health care to an individual, or (c) the past, present, or future payment for the provision of health care to the individual.
     
      AND
     
  • Identifies the individual or there is a reasonable basis to believe can be used to identify the individual.

Compliance with Privacy Rule requirements for research projects became effective April 14, 2003. The rule requires that each institution "train all members of its workforce on the policies and procedures with respect to protected health information required by this subpart, as necessary and appropriate for the members of the workforce to carry out their function within the covered entity." This education requirement applies to investigators and research staff (research coordinators, research assistants and other key research personnel) who (a) are conducting human subjects research, (b) are conducting research that involves protected health information, and (c) are also within the covered entity.

At this time, the covered entity is principally limited to the six health sciences colleges and other elements of the University of Illinois Medical Center at Chicago (UIMC).

Fulfilling the Requirements

You can satisfy this requirement by taking the online Training OR attending a live HIPPA training session :

  1. Complete the UIC HIPAA Research 101 Online Training
  2. Attend a live HIPAA training session.
