Initial Training in Human Subject Protections
Initial Training in
Human Subject Protections
Requirements
- All investigators and key research personnel (including co-investigators
and all others that are individually listed on an NIH grant application)
must complete the initial education requirement prior to submitting
new research protocols for IRB review.
- If principal investigators or faculty sponsors have not completed
the initial education requirement, the new research protocol will not
be accepted for review.
- Participation of the co-investigator or key research personnel in
the conduct of the research is prohibited until they have met the initial
education requirements.
Fulfilling the Requirements
UIC's initial education requirement for investigators and key research
personnel involved in human subject research can be met in two ways.
Each of these options meets the National Institutes of Health (NIH) education
requirements implemented October 1, 2000.
Note: The NIH online
courses are not an acceptable substitute for the UIC Investigator 101
or the online CITI training. In addition, please note that UIC will
require documentation of training from non-UIC research personnel involved
in
non-UIC performance sites, but will defer to the specific requirements
of the host institution when possible.
- Attend UIC's Investigator 101 - What Researchers
Need to Know Before Research Can Start - View
the training calendar
Offered throughout the year, Investigator 101 covers the history of
research ethics, ethical principles and The Belmont Report, development
and application of the federal regulations for human subject protections,
UIC's Federal-wide assurance and policies, criteria for review of research,
informed consent process, research protocol review processes, and the
application of the ethical principles and regulatory requirements.
Instructions:
- Attend the three (3) hour presentation including the question
and answer session.
- Take and pass the quiz at the end of the session.
- Complete an evaluation of the session.
- Complete the CITI "Core" Course Online - Access
this course online
This web-based course will take three (3) to six (6) hours to complete
depending on an individual's prior knowledge and experience with research,
ethical principles and regulations about human subject protections
and CITI course requirements. Links to the Belmont Report, the Declaration
of Helsinki and OHRP Human Subjects Document Library, as well as the
UIC Human Subjects Protection web site can be found on the Institutional
Page.
Instructions:
- Do one of the following:
- If your research focuses mainly in the behavioral or social
sciences, complete the SBR modules 1 - 11.
- If your research focuses mainly in the biomedical or biological
sciences, complete the Biomed modules 1 - 14.
- Complete the quiz at the end of each of the required modules.
- Complete the UIC-specific quiz at the end of the course - you
will need to select "Go to your Institutional Page".
- Achieve an overall passing score on these quizzes.
- Complete the Course Completion Form at the end of the
course. NOTE: Without the information in this form, it is not possible
to determine if the initial training requirement has been met and
no certification will be provided. The field designated for “department” should
include your campus (i.e. Chicago, Rockford, Peoria, VA hospital),
College/School, Department/Section, and UIC status (Faculty, Staff,
or Student).
- Additional, optional modules are available. These modules do
not replace the UIC HIPAA Research 101 or VA training
requirements.
HIPAA Research 101 Requirements
Each institution is required to "train all members of its workforce
on the policies and procedures with respect to protected health information
required by this subpart, as necessary and appropriate for the members
of the workforce to carry out their function within the covered entity." This
education requirement applies to investigators and research staff (research
coordinators, research assistants and other key research personnel) who
(a) are conducting human subjects research, (b) are conducting research
that involves protected health information, and (c) are also within the
elements of the University of Illinois Medical Center at Chicago (UIMC). Read
more about the HIPAA education requirements to see if they apply to you.
