ARRA ORS Submission Process - New Funding Opportunities

Grants.gov Submission Problems

If you would like to have help developing your proposal for a Challenge Grant, please visit the Research Development Services ARRA website.

To submit a new funding opportunity application package, please complete the following internal steps:

  1. Complete a new Proposal Approval Form (PAF) – please make sure you are using the latest version 2.8 (2/27/09) by visiting our website:
    1. On page 2, Section VI, Type of Proposal: New.
    2. also under Type of Proposal indicate that this proposal is in response to ARRA.
  2. At least five (5) business days prior to the agency deadline, submit the following Proposal Package* to ORS:
    1. Completed PAF
    2. Abstract/Scope of work
    3. Detailed budget
    4. SF424 face page
    5. Grants.gov** Adobe® application file.  Send completed Adobe file to ORS as an attachment via email to awards@uic.edu, ander020@uic.edu and bshim2@uic.edu. The subject line should include “Stimulus Funding Application - Principal Investigator first and last name and PAF number”.
  3. In an effort to support faculty in the preparation of these applications, OVCR/ORS has reduced the internal Grants.gov submission policy from 7 business days to 5 business days prior to agency deadline. To allow investigators time to work on the science, items as referenced above may be submitted to ORS at any time prior to the ORS internal deadline. The complete proposal package (items a-e) must be received by the ORS internal submission deadline.
  4. If your research involves human subjects, please review the IRB submission and meeting deadline dates to ensure you allow appropriate time for IRB review and approval.
  5. If your research involves animals, see ACC website under ARRA Stimulus Funding Requiring ACC Approvals or contact the ACC office immediately to discuss requirements for ACC approval for your proposal and the timeline required to secure approval.

PLEASE NOTE:

  • These new funding opportunities are required to be submitted electronically via Grants.gov. Please ensure that you are using the required version of Adobe® version 8.1.3.
  • *New Funding Opportunity applications may be submitted to ORS electronically. For electronic submissions, the proposal package as referenced above should be send to awards@uic.edu with "STIMULUS FUNDING - PAF" in the subject line.
  • **Grants.gov Submission Problems
    • The Grants.gov system used to submit proposals to the federal funding agencies is experiencing problems that threaten the timely submission of UIC grant applications. These problems also are affecting the submission of proposals from other universities across the country and appear to relate to the Grant.gov server's inability to effectively process the large number of proposal submissions being submitted at the same time.  Issues related to the conversion to Adobe Acrobat proposal preparation software also are creating difficulties. In some cases proposals are not making it to the target agency in time to be accepted and reviewed.
