Principal Investigator and Project Director of "Drug Posses, Gangs, and the Underclass in Milwaukee," and the "Homegirl Project." a five year National Institute on Drug Abuse study to identify and describe the patterns of drug use and the structure of drug dealing among male and female gang members. MILWAUKEE COUNTY DEPARTMENT OF HEALTH & HUMAN SERVICE (1988-1991) Youth Program Coordinator for Milwaukee County's "Youth Initiative," a neighborhood-based reform of county social services. Responsible for initiating and designing new programs, coordinating research and evaluation, and formulating strategy. COMMUNITY RELATIONS-SOCIAL DEVELOPMENT COMMISSION (1983-1985) Director of Youth Diversion Project, Milwaukee's initial gang intervention program funded by the City and County of Milwaukee and State of Wisconsin. Responsibilities included program design and proposal development, overall administration of $500,000 program, fiscal and programmatic monitoring of ten subcontracting agencies, and evaluation design.
