Qualifications: I am an Emeritus Professor of Physics from the University of Illinois at Chicago. Some years ago I was the leader of a small group of Experimental High Energy Physicists at this institution, and the spokesperson for two multi-university experiments at the Fermi National Accelerator Laboratory (Fermilab). As such, I have had experience in the building and operation of fairly large scale systems. These were not as large as power plants, but involved mostly totally new technologies. I have also designed and built subsystems for these in a very “hands on” manner. I hope this gives me some technical judgment about systems in general, and of course I have a knowledge of general physical laws constraining proposals for power generation.
