Removed fouled (by OpenOffice) html code, type formats are finally consistent.
Various minor text revisions and updates (to be summarized layer); coming soon

WHEN is still to be "finished";  of course political issues are part of  it.

and print properly.  Added "Economist" reference to HOW, a brief explanation of thorium
"burnup" and other minor additions.  Added web reference for Von Hippel article now available
from Scientific American.
